  • The truth in the APSSB matter

Itanagar (AP), December 07: The truth in the mark-sheet tampering case in the examination conducted by the Arunachal Pradesh Staff Selection Board (APSSB) last year is different from what has been claimed until now.

The APSSB conducted exams for the posts of lower division clerk and junior secretariat assistants on February 2, 2020. Mark sheets were tampered with in the exams, and the Board’s secretary and IAS officer SK Jain was suspended on charges of negligence. A probe revealed the malpractices were perpetrated by some lower-ranking staff on the board, and Jain was later on found to be innocent, but who is responsible for the social and mental harassment Jain had to undergo in the interim. A look at how the scam was carried out reveals the whole truth.

On February 14, 2020, a case was registered in connection to malpractices in the exam. The Special Investigation Cell (SIC) carried out a detailed investigation, which revealed an undersecretary and some other employees tampered with the OMR sheets. The SIC report showed that no senior officers of the Board were involved.

    Main accused Kapter Ringu

The person who perpetrated the whole scam was Kapter Ringu, the daughter of Arunachal Pradesh’s former chief secretary T Ringu, and APSSB under secretary Kapter Ringu. The scam came to light in February 2020, which led to the arrest of Kapter Ringu and two computer operators. Kapter Ringu’s immediate reporting authority at the time was joint secretary and deputy controller of examinations, but he did not share any information about Kapter Ringu’s dubious activities with either Jain or any other senior officer.

The Board’s President, Member Secretary, joint secretary and deputy controller were transferred on February 18, 2020, and other officers were posted in their place. Following negative reporting in the press, and under growing public pressure, the Arunachal Pradesh government was forced to act against senior officers.

When will action be taken against the local accused?

As secretary of APSSB, Jain had discharged his duties in a dedicated and honest manner. He was, however, suspended without even a preliminary enquiry on March 3, 2020. It is said that the suspension was due to the pressure of some student unions.

Surprisingly, no action was taken against officers who were directly responsible for the security of OMR sheets. If sources are to be believed, the responsibility lay with the joint secretary, undersecretary Kapter Ringu, and room officers, but for some reason, no action was taken against them.

Jain is known as one of the most committed officers in Arunachal Pradesh. He worked in a disciplined manner wherever he was posted in the last two years. He filed cases against people engaging in illegal practices. It is believed that the anger of such persons was also a factor in the action against Jain.

The need to enhance APSSB staff strength

The APSSB is already facing many challenges. The board is understaffed. There is only one undersecretary, room officers, and two clerks, who work full-time. This affects the Board’s work. In comparison, the Delhi Board has a staff strength of more than 100. Considering the topography of Arunachal Pradesh, the Board is highly understaffed.

    Strict rules for exams

To maintain the secrecy of the examinations, the Board has framed many rules. The safety of exam papers is given top importance. Strong rooms have been set up in different places in the state for the safety of exam papers. The papers are removed from the strong room only at a pre-decided time and delivered to the examination centres. The papers are brought back to the strong room after the exams and are later shifted to the Board’s strong room.

Kapter Ringu tampered with mark sheets in the strong room

The Arunachal government formed a committee to investigate the matter on March 3, 2020. On the other, Jain was suspended without any report. Jain had already given up the charge of the post, and there was no way he could have influenced the committee’s probe. The committee and police submitted their report to the government. Both reports clarified that undersecretary Kapter Ringu had gone to the Board’s strong room after work hours on February 4, 2020, and tampered with the OMR sheets. The probe panel also stated in its report that there were supervisory lapses by the Board and joint secretary.

    Kapter Ringu confesses

Undersecretary Kapter Ringu confessed her involvement in the mark sheet tampering. In December 2020, the SIC filed a charge sheet in court. The charge sheet also made it clear that no senior officer of the board was involved in the scam. Undersecretary Kapter Ringu was the senior-most, regular gazetted officer, and was also the in-charge of the strong room in the Board’s headquarters. She was the only officer who could have tampered with the OMR sheets, which was not expected of such a senior officer. The police and probe committee found that Jain or any other senior officer of the Board had no direct role in the scam.

Who will compensate for the loss of prestige and mental harassment suffered by Jain?

Jain was suspended without any basis. The revocation of his suspension made it clear that the suspension was a reaction to the scam. Jain was reinstated with retrospective effect and he was also given all the benefits he was eligible for. But, it is also true that Jain has had to bear the ignominy of suspension without any mistake. He has had to suffer a loss of prestige and suffered mental harassment for no reason.

  • Building Gender Parity at Indian Enterprises

Gi Group India Continues its “Conversations on Sustainable work”

New Delhi (India), December 01: This is a time when women around the world are breaking all barriers, and yet according to a World Economic Forum report [World Economic Forum’s Gender Gap Report], women’s progress in economic participation and opportunity has declined, forcing gender parity to a low 57.8%, a fact further exacerbated by a devastating pandemic.

In India, gender parity at the workplace is still quite a bit out of our reach. As per the ‘DivHERsity Benchmarking Report 2019’, which studied gender parity in the Indian workplace across 300+ companies, only a quarter of India’s workforce is female. This was corroborated not too long back by the ‘India Skills Report 2018’ that puts the economic participation of women in the workforce at 23% in 2018, a concerning fall from 32% in 2016.

In a recent development, Gi Group India organized a virtual event on “Building Gender Parity at Indian Enterprises”, which is the second webinar in the series of “Conversations on Sustainable Work”.

Building Gender parity in Indian Enterprises comes with multiple challenges like work-family balance, choice of job profiles, workplace location, the disparity in salaries and most importantly a mindset and attitudinal change at all organizational levels.

Industry stalwarts made the conversation even more interesting with their insightful thoughts; Eminent speakers:  T.N Hari, CHRO, Bigbasket, Katyayani Krishna, Area HR Head, South-Asia, Maersk, Amit Chincholikar, Global CHRO, Tata Consumer Products, Avneet Hora, Head of HR & Board Member, Unisys India, Sangeeta Gupta Senior Vice President, NASSCOM.

Upasana Raina, Director Human Resources Gi Group India, said, “While a lot is always discussed on the need to improve gender parity at Indian enterprises, the positives need to be reiterated much more than just focusing on what’s not working well. During our virtual event, which is the second webinar in our series of “Conversations of Sustainable work,” we discussed actions that are being taken in respective organizations/sectors to build gender parity. • Times Applaud honored Abhijeet Rane for his noble support to film and TV industry

December 01: The COVID-19 pandemic has had a significant impact on Bollywood, as it did on other film industries worldwide.  As cinemas and movie theatres remained closed for a long period and film releases were indefinitely delayed, the Indian box office dropped by billions of dollars.  Many blockbusters initially due to be released since mid-March 2020 were postponed or canceled, with film productions also halted. The people who work as junior artists or behind the scenes in the film and TV industry were affected the worst by all this. During these difficult times, a major union of Indian film and television industry workers, Dhadak All Film Kamgar Sangathana, under the great leadership of prominent labour leader Abhijeet Rane, strongly supported the people working in the field of films, TV serials and web series in various departments.

Abhijeet Rane has been honored by Times Applaud, a leading publisher of press releases, for being a Covid-19 warrior. He has indeed been noble in providing much-needed support to the poor workers of the film and TV industry since the pandemic started.

Fulfilling the basic need for food, especially of the poor and needy, became a major concern during the lockdown period after the pandemic started. Dhadak All Film Kamgar Sangathana, led by Abhijeet Rane, joined hands with Bollywood megastar and Star of Millennium Amitabh Bachchan to distribute over 5 lakh grocery kits and life-saving items to the film industry workers and to the general public last year during the lockdown period. Megastar Amitabh Bachchan also gave his blessings and support to Dhadak All Film Kamgar Sangathana.

Items such as face masks and sanitizers became vital to protect ourselves and curb the pandemic after it started. The union, led by  Abhijeet Rane, also distributed face masks, sanitizers, hand wash etc. with the help of Amitabh Bachchan, as well as Former Chief Minister of  Maharashtra Shri Devendraji Fadnavis (Leader of Opposition in  Maharashtra Legislative Assembly), Reliance Foundation, Actor Sonu Sood,  PVR Cinemas, Carnival Cinemas, Social Worker Adv. Rubina Rizvi (Rizvi  Group).

The lockdown was suddenly declared on TV when it started, and everything, including trains, was paused for a long period of time.  As the pause button was pressed on trains, workers who had come from villages got stuck in Mumbai, and they could not go to their native places. But Abhijeet Rane emerged as a savior of these workers during these difficult times. During the lockdown, more than 20,000 migrant workers and needy individuals were coordinated with government agencies and relocated to their native places with the support of the union, which is led by Abhijeet Rane.

Dhadak All Film Kamgar Sangathana works round-the-clock for the welfare of all film fraternity under the leadership,  Abhijeet Rane, who is not only a prominent labour leader but also a senior journalist.

Abhijeet Rane is the Founder & General Secretary of Dhadak Kamgar Union. He also serves as Group Editor, Daily Mumbai Mitra & Daily Vrutt Mitra, Vast Media Group.

Abhijeet Rane founded Dhadak All Film Kamgar Sangathana, whose major goal is to improve the lives of all film workers by giving them a place to voice their problems and resolve them. This union, which has about 87000 members, has a good reputation in the Indian film and television industry.

We wish Abhijeet Rane the very best for all his future endeavors and hope that he continues to support the poor and needy workers of the film and TV industry even beyond the pandemic. https://www.dhadakkamgarunion.in/
